Pre-heat oven to 350° F
Sift together flour, baking powder, baking soda and salt; set aside. In mixer combine eggs, oil, sugars and peel; beat until smooth. Alternately add flour mixture and buttermilk, stirring until thoroughly combined. Stir in cereal and raisins.
Spray muffin cups with cooking spray, fill ¾ full with batter. Bake 25-30 minutes until toothpick in center comes out clean. Remove to wire rack for 10 minutes.
Serve warm.
